Minutes of the Parish Council Meeting held on Tuesday Tuesday 5 December 2006

PRESENT
Mr T Hughes (Chairman), Mr I Owen (Vice Chairman), Mrs F Hughes,
Mr C Savery, Mr K Barnett.
7 members of the public.

OPEN DISCUSSION
Mrs Parker said that there were still problems with the road sweeper.

Mr Savery reported the large amount of water along the Bedstone Road, firstly near the chapel and secondly by the llamas’ field.  There were also drainage problems in the fields along that section.

The Chairman detailed the progress of the Scrutiny investigation into Bucknell, which included a questionnaire and the issuing of 20 cameras, 12 of which had been returned.  Approximately 70 people attended the meeting to review the photographs, but the subsequent meeting had not been well supported.  
The village was being encouraged to create a Parish Plan, which could possibly assist with the new village hall when applying for grants, etc.  Bucknell had many village organisations and clubs, etc.  Chairman and Vice Chairman to discuss this outwith the meeting.

The Chairman also mentioned the village petition for affordable housing for local people, which he had passed on to Mr Hartin, who had arranged a public meeting for those interested.  Unfortunately the date clashed with another village event and attendance had been poor.  It was understood South Shropshire Housing Association had the option on a piece of land at The Gochians, and requested that a housing needs survey be carried out.  The houses would be subject to a Section 106 Agreement, which would limit their occupation to local people only.  Mr Barnett said experience had shown that 8-10 houses should be built in Bucknell every 3 or 4 years.  The Chairman would ask South Shropshire Housing Association to carry out a housing needs survey.  Apparently building on the woodyard and railway yard would be more expensive that a green field site.

The Chairman then closed the Open Meeting.

Agreed unanimously and signed by the Chairman as a true and accurate record.

MATTERS ARISING
Road Signs in Bridge End Lane.  Cannot legally be removed.

Land at Chapel Lawn Road.  Quotations still being sought.

Churchyard Wall.  A further section of approximately 30 metres up to the lych gate needs to be done.

Trees in Redlake Meadow.  The dangerous bough had been removed and further work on the trees was planned by the Highways Department.  Long term replacement trees would be planted and the older trees taken out at the appropriate time.

PLANNING
Application No. 1/06/1891/F.  Replacement garage, carport and storage over at Misty Meadows, Oil Mill Lane.  After discussion it was agreed on a show of hands 3 in favour with 2 abstentions, to object on the grounds that the proposed building would be out of character and would be an over-development of the site.

Application No. 1/06/18896/F.  Extension at Hill View, Dog Kennel Lane.  No objection.

The following applications had been granted:
No. 1/06/18718/F.  Extension, etc at Bridgend House, Bridgend Lane.
No. 1/06/18800/LB.  Retrospective application for internal works at The Baron of Beef.

DAFFODIL LANE DEVELOPMENT
The application to the Big Lottery fund had been sent in and a decision was expected in April.  Also grants were being obtained from the AONB and Advantage West Midlands.  
The recreation field had been signed off as complete.


FINANCE
It was agreed unanimously to pay the folowing:
Mr Ray Davies (grasscutting etc)                                             £53.50
Bucknell Memorial Hall (hire for 4 meetings)                                £24.00
Mr Ian Bywater (hedgecutting, Daffodil Lane)                             £20.00.

CORRESPONDENCE
Shropshire Association of Parish and Town Councils notification re: Special meeting 7.12.06 at the Stone House re: Government White Paper and the Case for Single Unitary Council for Shropshire.

Shropshire Association of Local Councils letter + enclosed proforma re: Government’s White Paper – Strong and Prosperous Communities.

Shropshire County Council letter + enclosed poster re: Shrewsbury Transport Innovation Fund Study.

South Shropshire District Council letter + enclosure re: South Shropshire Play Areas.  Mrs Evans was invited to speak from the floor and reported that the gate to the School Play Area was broken.  The Chairman to follow this up.

All the above were passed to the Chairman for action as required.

Copy letter from Clun Parish Council to the Highways Department regarding flooding on the road to Chapel Lawn.  This was beyond the Bucknell parish boundary.

Shropshire Hills AONB “News & Views”.  To Post Office.

ANY OTHER BUSINESS
Notice Board at Bedstone.  Mr Savery still progressing this matter.

Gate at the Hales.  Chairman to pursue this.

Cheque Signatories.  Clerk reported that only three signatories were allowed on a Community Current Account.  Mr Barnett agreed that his signature be removed, and Mr Owen be added as signatory.  Agreed unanimously, Clerk to implement.

DATE AND VENUE FOR NEXT MEETING
The next meeting will be held on Tuesday 2 January 2007 in Bedstone and Hopton Castle Village Hall at 7.30pm.  The Precept would be decided at that meeting.

Mr Savery to book the hall.

There being no further business the meeting closed at 8.45pm.
