Minutes of the Parish Council Meeting held
on Tuesday Tuesday 3 October 2006
PRESENT
Mr T Hughes (Chairman), Mr I Owen (Vice Chairman), Mr K Barnett, Mr P
Davies, Mrs F Hughes, Mrs K Law, Mr W Davies.
District and County Councillor N Hartin.
PRESENTATION BY MR JAKE BERRIMAN
The Chairman introduced Mr Berriman, Head of Planning &
Building Control at South Shropshire District Council, who explained
the history of the Local Plan to date. All housing development must
comply with national, county and regional frameworks. There was a great
need to increase the stock of affordable housing. An affordable house
was generally 100 sq mtr in size. Any development of two or more houses
would require 50% to be affordable. A single plot affordable house
could still be built, but a single plot open market house would require
50% of the construction costs to be paid to the District Council to go
towards the construction of an affordable house elsewhere, this to
include barn conversions.
There followed questions from the floor, which were at times quite
heated. The Chairman thanked Mr Berriman, who then left the meeting.
There was further discussion on this subject.

Mr Owen and Mrs Law had given their apologies for
that meeting. Subject to this correction the Minutes were approved
unanimously and signed by the Chairman as a true and accurate record.
MATTERS ARISING
Road Signs in Bridge End
Lane. Nothing to report at present.
Land at Chapel Lawn Road. Looked very nice but the trees need to be
trimmed, Chairman to obtain quotations. County Council to be asked to
reinstate a drainage culvert.
Churchyard Wall. Work was in progress.
Road Safety. Lines on the road at the school had been extended.
Local Scrutiny. The public meeting had been attended by 70 parishioners
and comments had been circulated. Questionnaires were now out for
completion, closing date was 6 October.
PLANNING
There were no applications
for consideration.
Alpha Stud. Clerk to establish the history of planning on this site.
Application No. 1/06/18470/F Extension at Bridgend [louse, Bridgend
Lane, Bucknell, had been withdrawn.
DAFFODIL LANE DEVELOPMENT
Negotiations were under way with the
Architects regarding environmentally friendly schemes, including solar
panels, a wind turbine, and heat from underground.
A first stage application to the Big Lottery Community Build Fund
should be made
soon.
Improvements were to be made to the entrance by the notice board.
Shropshire County Council were to alleviate the flooding problem at the
end of
Daffodil Lane shortly.
Three of the trees have not survived the dry summer and would be
replaced.
Lottery tickets continued to be on sale and there was a current
membership of 136.
FINANCE
The minimum wage was now £5.35 per hour.

ANY OTHER BUSINESS
The Dog Kennel Lane sign was down, Chairman to speak to Mr I Martin.
Weston Road. It was suggested that an additional street light was
needed at the far end. Chairman to investigate. The resurfacing should
be done soon, and also the height of the drains needs to be adjusted.
A salt bin was needed in Redlake Meadow.
Also the salt bins at the bottom of Red Lane and outside Orchard
Cottage were damaged and needed to be replaced. Ms Sue Davies, Waste
Officer at the District Council, to be invited to the next Parish
Council meeting.
DATE AND VENUE FOR NEXT MEETING
The next meeting will be held on Tuesday 7 November 2006 in Bucknell
Memorial
Hall at 7.3opm.
The Scrutiny meeting will be held on Tuesday 21 November in Bucknell
Memorial
Hall from 7pm.
There being no further business the meeting closed at 9pm.
