Minutes of the Parish Council Meeting held on Tuesday 5 October 2004
 
PRESENT
Mr T Hughes (Vice Chairman), Mr C Savery, Mrs F Hughes, Mrs K Law, Mrs B Sharpe.

OPEN DISCUSSION
Mrs Hughes reported that the slates on two buildings in Chapel Lawn Road were in danger of falling.  Clerk to write to the owners.

Mr Jackson said that the kerbside gullies were overgrown with weeds, especially in Dog Kennel Lane.  The pavement outside the shop was also covered in moss etc, which was dangerous when it rained.  Also the railway wall between the crossing and the school had vegetation growing out of it.  Clerk to report these to the relevant authorities.

Mt Hughes had attended an NHS meeting in Knighton re: Out of Hours Service.  The 999 emergency service would remain unaltered.  Leaflets were available from the Doctors' surgeries and the chemist in Knighton regarding the out of hours Doctor service.  Mr Hughes tabled copies of the leaflets, the remainder to be put in the Post Office.

The Vice Chairman then closed the Open Meeting.

Mrs Sharpe declared a personal interest in the planning application adjacent to the Sitwell Arms.

MATTERS ARISING

Mr Hughes had received a telephone call from Mr Hartin, who was trying to arrange for Mr Glyn Shaw from County and Mr Brian Williams, representing the Police, to attend the Parish Council Meeting on 2 November to address the problem of speeding and heavy traffic through the village.  Clerk to write to Mr Shaw inviting him to the next meeting.

Mr Chambers was invited to speak from the floor and said that more and more drivers were "playing chicken" with the trains on the crossing, and suggested that the signs be moved further back to give drivers more warning.

Churchyard Wall
Work had not yet started.

Village Fete
There were conflicting reports as to how successful this had been.  It was not generally known who was on the fete committee other than Mr & Mrs Barnett.

It had been noticed that the last bus of the day turned round in Chestnut Meadow if there were no passengers on board.  Clerk to write to Whittles asking whether there was a final service from The Tyndings to Ludlow at that time.

PLANNING
Application No. 1/04/16199/F Extensions and alterations at Redlake Cottage.  No objection.
 
Application No. 1/04/16174/O Dwelling and access adjacent to Sitwell Arms. No objection with the comment that the access to the main road gave cause for concern.

Clerk to write to the Planning Department to see whether a TPO could be put on the hedge beside the Redlake river.

Application No. 1/04/16086/TC Felling of Sots Pine on land opposite The Old School, Bedstone, had been granted.

School Governor's Report
Mr Hughes that there had been no meeting as yet this term.  The Governors were keen for a parish Council representative to attend meetings, albeit more as an observer.

There were 41 pupils at the school, with 4 more expected.

Neighbourhood Watch
Nothing to report at present.

Daffodil Lane Development
Mr Hogg said that there was nothing to report on the playing field site at present.  Funding was being sought towards the village hall site.

A recent Switch On Shropshire meeting had been attended by 40 people.  Bucknell representatives had expressed an interest and were waiting for a response.


FINANCE
Year End 31.3.04 Accounts.  The Annual Return had been sent back from the External Auditors without comment.

ANY OTHER BUSINESS
The gap between the fence and the retaining wall near the river bridge by the Post Office had been reduced and was now acceptable.

Mrs Hughes said that four salt bins were now needed urgently on the Mynd.  Clerk had received a letter from County stating that the damaged bin at the bottom of Red Lane would be replaced and that salt and grit would be dumped at a later date this year.  Mrs Harris was invited to speak from the floor and said that a resident on the Mynd had refused to have a yellow salt bin outside her house, which was not helpful.  Mrs Hughes to investigate.

DATE AND VENUE FOR NEXT MEETING
The next meeting will be held on Tuesday 2 November at 7.30pm in Bucknell Memorial Hall. Notices to be put up to encourage a high attendance from residents.

There being no further business the meeting closed at 9.05pm.
