Minutes of the Parish Council Meeting held
on Tuesday 5 September 2006
PRESENT
Mr T Hughes (Chairman). Mr K Barnett, Mr C Saveiy, Mr P Davies, Mrs F
Hughes, 10 members of the public.
OPEN DISCUSSION
Mrs Jackson said that the noise of the cars taking part in the recent
rally caused big problems for the owners of the cattery. The cars
passed at speed during the night, and more and better signs would be
helpful.
Mrs Parker reported that the road sweeper was not performing adequately
in Bridge End Lane. and also that the building works at Redlake Cottage
appeared to be excessive. Chairman to investigate the situation. Mr
Hogg asked when Weston Road was due to be resurfaced.
Mr Chambers had spoken to Biffa about emptying litter bins. He had also
attended a meeting with Mr and Mrs Pryke in Craven Arms re: Clean
Neighbourhoods and Environment Act, primarily to discuss litter and dog
fouling. Fourteen Community Support Officers would police these
problems, including taking the registration number of cars from which
litter was thrown, and would be able to charge a fixed penalty. Mr and
Mrs Jackson said that Red Lane was very bad with dog mess. Mr Chambers
said that dog exclusion zones could be set up, but that Red Lane was
outside the village envelope. Mrs Edwards said that the Countryside
Agency would not allow dogs to be excluded from the field.
Road Safety in Bucknell. Mrs Roberts and Mr Wil-de-Gose had received a
reply from Mr Duane MP, copy of which was passed to the Parish Council.
Mr Duane had written to the County Council regarding the 30mph signs in
Bridgend Lane, and said that the rolling programme of speed
restrictions and traffic calming would bring Bucknell to the top of the
pile eventually.
Local Scrutiny in Bucknell. Twenty Cameras had been distributed
throughout the village and 12 had been returned to date. The Chairman,
Vice Chairman, and Mrs Edwards would review the photographs on Monday
11 September. An evening meeting would be held on Tuesday 19 September
in the Memorial Hall to exhibit the photographs. A Scrutiny meeting
would be held on 21 November.
Waste Awareness Officer. Mr D Hughes has left the District Council. His
place had been taken by Ms Sue Davies, who was unable to attend this
evening. Clerk was asked to arrange for Ms Davies to attend the October
meeting.
The Chairman then closed the Open Meeting.

MATTERS ARISING
Road Signs in Bridgend Lane.
Nothing to report at present.
Land at Chapel Lawn Road. Nothing to report at present.
Squeezy Lemon Pop Festival. This had been cancelled as the restriction
on numbers made in unviable.
PLANNING
Application No. 1/06/18644/F.
Agricultural building for livestock and feed at OS field no. 0018,
Bucknell. No objection, provided it was well screened with trees.
There were no decisions to be reported by the Planning Authority.
DAFFODIL LANE DEVELOPMENT
Mrs Edwards reported that the Fun Day went
very well, although the weather was not kind, and £200 profit
had been made.
FINANCE
It was agreed unanimously to pay the following:

Review of Clerk’s Salary. Clerk reported that the nationally
agreed rate would equate to £1,223.98 per annum. Mr K Barnett
proposed that this be rounded up to £1,225 per annum
backdated to 1 April 2006, seconded by Mr P Davies and agreed
unanimously on a show of hands. Clerk’s salary to be reviewed
in April each year in accordance with current rates.
CORRESPONDENCE
South Shropshire District Council letter + enclosures re: Celebrate
South Shropshire 22 September. To Chairman.
SALC Training Events Autumn 2006 details and booking form.
Encams letter + enclosures re: Local environmental quality —
a town and parish guide. To Chairman.
CHAIRMAN’S ITEMS
None.
ANY OTHER BUSINESS
Mr Hartin had received a request from Mrs Church for a bus shelter at
Chestnut
Meadow.
Mr Savery said a planning application had been submitted for a toilet
and shower block mid way between Bedstone and Hopton Castle for
mountain bikers. After discussion it was resolved to request that use
of the building be strictly controlled.
Mrs Hughes reported that Mynd Scrubs had overgrown the road between
Orchard Cottage and The Firs. Clerk to contact Mr Moir, Forestry
Officer in Ludlow.
DATE AND VENUE FOR NEXT MEETING
The next meeting will be held on Tuesday 3 October 2006 in Bucknell
Memorial Hall at 7.30pm.
There being no further business the meeting closed at 8.45pm.
