Minutes of the Parish Council Meeting held on Tuesday
2 August 2005
PRESENT
Mr K Barnett (Chairman), Mr T Hughes (Vice Chairman), Mrs B Sharpe, Mr C Savery,
Mr P Davies, County & District Councillor N Hartin.
OPEN DISCUSSION
Mrs Parker reported that the verges in Bridge End Lane had not been properly cut, and that a car had recently hit a tree because the fence was missing. It was not known who owned the narrow strip of land on which the fence had been sited. Clerk to write to Highways Department to enquire.
Mr Jackson said that the kissing wicket in Weston Road needed repair. The Chairman said this was officially the property of the railways authorities, but that generally the relevant parishes would effect such repairs.
Riverlea. The Chairman confirmed that the planning permission given was for the principle of housing on that site only, and emphasised the distress that the District Council’s standard letter granting planning permission had caused. Any details would have to be the subject of a further planning application. Mr Hartin agreed that the system of standard letters was not acceptable, and would pursue this with Mr Caird. Mr Hartin then explained the system of planning in the light of the Local Plan for both market and affordable housing.
Mr Hogg asked where the oil spillage notices had come from. The Chairman said that the County Council puts them out.
Level Crossing. A discussion ensued regarding the lights at the crossing and in general the signage was considered adequate.
Mr Jackson asked whether the resurfacing of Weston Road was imminent. Mr Hartin to contact Mr Rutherford and request that this be included when Daffodil Lane was being resurfaced.
The Chairman then closed the Open Meeting.

MATTERS ARISING
Layby near Oil Mill Lane. A small patch of tarmac had been put down.
Traffic Speeds through the village Despite the fact that local police were not in favour, many other parishes in the country had been supplied with and were using speed guns.
Children’s Play Area & Car Park. The Chairman had inspected the equipment and it was all in good working order. Mr Ray Davies had repaired the fence. The gate also needed attention. Mr Hughes had asked
Bucknell Nurseries to cut the front hedge. The Chairman said the play area was looking a bit run down and he would ask Ray Davies to smarten it up.
Land at Chapel Lawn Road. The Chairman had obtained quotations for maintenance work and would apply for grants at the appropriate time.
Herefordshire
Sign to Bucknell from Leintwardine direction. This still said “Bucknall”. Clerk to write to Herefordshire Council.
PLANNING
Application Nos. 1/05/17211/F & 1/05/17212/LB Conservatory at the Baron of Beef. After discussion Mrs Sharpe proposed that this be supported, seconded by Mr P Davies, and agreed unanimously on a show of hands. The Chairman then informed the meeting that this application was unlikely to be granted as the Baron of Beef was a listed building.
Application No. 1/05/17173/F Conservatory at Deejay, Chapel Lawn Road, had been granted.
DAFFODIL LANE
DEVELOPMENT
Mr Hogg began by recommending that it be officially recorded in the Minutes annually that the equipment in the children’s play had been inspected. This was agreed.
Regarding the Daffodil Lane development, the Annual Report had been published which showed that there had been a lot of activity during the year. The removal of the hedgerow had been delayed firstly by having to obtain planning permission, secondly owing to the nesting season, and was now being delayed because a dormouse survey was needed. Mr Hartin to enquire whether this was a serious consideration.

ANY OTHER BUSINESS
A fun ride had
recently passed through the village but paint had been sprayed onto the
road at the entrance to Dog Kennel Lane, which was not acceptable. Also
plastic ties to mark the route had not been removed. Clerk to write to
the organiser.
Mrs
Sharpe asked about the new street lights. Chairman said this matter was
in hand.
It
was reported that grass was growing between the tarmac and the kerb in
Dog Kennel Lane. Mr Hartin to follow up.
