Minutes of the Parish Council Meeting held on Tuesday 4 July 2006

PRESENT
Mr T Hughes (Chairman), Mr I Owen (Vice Chairman), Mr W Davies, Mrs K Law,
Mr P Davies, Mr C Savery.
Mr N Stephens & Mr M Smith (Craven Arms Partnership).
No members of the public in attendance.

PRESENTATION RE: CRAVEN ARMS PARTNERSHIP
Mr Stephens explained the scope of remit of the Craven Arms Partnership. Mr Smith went on to detail grants available, and requested that a representative from the Parish Council attend Partnership meetings, usually 4 times a year, the next meeting being tomorrow morning. Mr Savery would represent Bedstone, but gave his apologies for tomorrow. Chairman would attend representing Bucknell. A discussion ensued as to which projects in the parish could attract grant funding.
Contact details were exchanged, and Mr Stephens and Mr Smith then left the meeting.

MINUTES OF MEETING HELD 6 JUNE 2006
Agreed unanimously and signed by the Chairman as a true and accurate record.

MATTERS ARISING
Road Signs in Bridge End Lane. Nothing to report at present.

Mr Owen said there was no warning sign on the approach to the Turnpike. Clerk to write to Herefordshire Council.

The Chairman had reviewed a consultation document re; speed limits in villages, and concluded that a 20mph limit would never be achieved even though this was a more realistic speed in many cases.

Land at Chapel Lawn Road. No information from Shropshire Landscaping.

Chairman tabled a draft letter regarding parking on common land, which was discussed and approved. It was considered that no right of access should be assumed long term. Clerk to send a letter to the owner of the car involved.

Parish Council Land at the Causeway. Ray Davies had cut the grass as requested..
Quiet Lanes. Nothing to report at present.

Enforcement Notice at Alpha Stud. It was understood people were living at the site, and the noise from the generator was causing considerable disturbance in the village. Clerk to write to the District Council, copy to Mr Hartin, to find out the present situation.

Squeezy Lemon Pop Festival. Going ahead, but the permitted number of attendees had been reduced to 499.

PLANNING
Application No. 1/06/18318/TC. Reduce height of Leylandii at Weir Cottage. No objection.

The following applications had been granted:
No. 1/06/18236/F. Extension, etc, at Redlake Cottage, Bridge End Lane.
No. 1/06/18280/F. Domestic garage at Riverlea.
No. 1/06/18189/F. Extension at Neuk, Dog Kennel Lane.

Application No. 1/06/18188/O. Erection of a dwelling at Gove End Paddock, Redlake Meadow, had been refused.

Application No. 1/06/18161/F. Extension, renovations and access at Wheatley Cottage, had been withdrawn.


DAFFODIL LANE DEVELOPMENT
The Chairman reported that there were several activities planned for the rest of the year. A 100 Club had been started to raise funds towards the new village hall.
Risk Assessment Form. Not yet available for either Bucknell or Bedstone village halls.


FINANCE
It was agreed unanimously to pay the following:

Mrs N Adams (salary/expenses June 06 qtr)

£281.55

 
Bedstone & Hopton Castle Village Hall (hire for this meeting) £5.00  

It was also agreed unanimously to pay two Energy Services invoices for £493.50 and £2,925.75 respectively, being the cost of installing the new street light at the Causeway.

Accounts to year ended 31.3.06. The Clerk tabled the accounts, which were discussed, approved and signed. Accounts to be passed to Mrs Lyn Cordrey, who had agreed to do the internal audit.

CORRESPONDENCE
Shropshire County Council road closure notice for Chapel Lawn Road in September to facilitate river bank repairs. To Chairman.

SCC road closure notice for Chapel Lawn village from 31 July for six weeks, for the same reason. To Chairman.


SCC Highways Maintenance Plan. To Chairman.
Shropshire Association of Local Councils notification of postponement of Unitary Debate Meeting.

HOWLTA Newsletter, etc.

SCC letter re: dates for Let’s Talk meetings in the autumn.

West Mercia Police Authority letter re: merging of police forces.

South Shropshire Local Plan 2004-2011 Written Statement, adopted April 2005. To Post Office.

Defra publication re: Clean Neighbourhoods and Environment Act. To Mr W Davies.


CHAIRMAN’S ITEMS
The Chairman reiterated that 20mph speed limits were not acceptable to the County Council.
The Chairman proposed that a part of each notice board be sectioned off for Parish Council notices. Agreed unanimously.


ANY OTHER BUSINESS
A local farmer was using an area at the entrance to Mrs Law’s drive as a storage facility for chicken manure, and in the current hot weather the resulting stench was offensive and distressing to a large section of the village. Approaches to be made to the farmer concerned.

Clerk requested email addresses where available, to circulate Minutes and Agendas quicker and easier.

The next meeting will be held on Tuesday 1 August 2006 in Bucknell Memorial Hall at 7.30pm.
