Minutes of the Parish Council Meeting
held on Tuesday 5 July 2005 

PRESENT
Mr K Barnett. (Chairman), Mr T Hughes (Vice Chairman), Mr W Davies, Mrs K Law, Mr I Owen, Mr P Davies, Mrs B Sharpe,

OPEN DISCUSSION
Misspelled Village Nameplate. It was thought Mr Hartin was dealing with this.

iverlea Planning. The Chairman explained that the Parish Council had commented against the application but that it had been approved by the District Council and there was very little that could now be done to reverse the decision.
The approval was for 15 houses with 15 car parking spaces, and it was not known where any other cars would be parked. Clerk to write to the Planning Department and ask why was this approval given, copy to Mr Hartin with the request that he attend the next Parish Council Meeting.

Speeding in the Village. Mr Hogg asked what was the current position. The Chairman replied that cameras were not to be released to the Parish Councils as this was “not a successful campaign".

Affordable Housing. The Chairman explained how the scheme worked in Bucknell and this was discussed.

The Chairman then closed the Open Meeting.

DECLARATIONS OF INTEREST
Mr P Davies and Mr W Davies declared a prejudicial interest in the planning application at Bucknell House.

Agreed unanimously and signed by the Chairman as a true and accurate record.

MATTERS ARISING
Layby near Oil Mill Lane. Nothing to report at present.

Traffic Speeds through the village Mr P Davies reported the excessive speed of traffic past the timber yard.

Children’s Play Area & Car Park. Mr Ray Davies had repaired the fence and the Chairman would repair the seat . The hedge would be pleached in the autumn.

Land at Chapel Lawn Road. The Chairman explained that this would need an application of top soil and then reseeding to enable the area to be looked after properly. An ongoing maintenance plan would be decided.

Car Park by the Play Area. A quotation of £300 had been received and the Chairman proposed that this be accepted , seconded by Mrs Sharp and agreed unanimously.

Bucknell Show Not be held this year as the field had been reseeded and the second field was not suitable.

PLANNING
Application No.1/05/17173/F Conservatory at Deeiay, Chapel Lawn Road. Supported.
Application No. 1/05/17141/LB Alterations at The Coach house, Bucknell House. Mr P Davies left the meeting at this point. Mr W Davies left the meeting whilst this was discussed. Supported.

The following applications had been granted:
No. 1/05/17025/HR Removal of hedgerow at Daffodil Lane.
No. 1/05/1 7065/F Extension at Heavens Above, Mynd.
No. 1/05/17058/F Dwelling and access adjacent to The Sitwell Arms.
No. 1/05/16887/0 Outline permission for residential development at Riverlea.

DAFFODIL LANE DEVELOPMENT
Mr Hogg reported that the Countryside Agency was now happy with the paperwork.
There were problems wit h t he Contractor being away from the site but the restart of the work was imminent.
Dogs were allowed on the field on a lead provided the owners cleared up after them.
Snows Solicitors had sent a bill of £175 + VAT.

It was agreed unanimously to pay the following:

CHAIRMAN'S ITEMS

ANY OTHER BUSINESS
Grants were available for various projects around the village but a proper application with quotations was needed.

Parking on the corner by the school. Clerk to write to the Head Master and the PTA jointly stating this practice was very dangerous and could they support the Parish Council in getting it stopped.  Parishioners were asked to make a note of any date and time there was park rig on the corner together with the registration number of the vehicle concerned. This information could then be passed to the local police officer.

DATE AND VENUE FOR NEXT MEETING
The next meeting would be held on Tuesday 2 August in Bucknell Memorial Hall at 7.30pm.
