MEETING - July 2004


Minutes of the Parish Council Meeting held on Tuesday 6 July 2004
 
PRESENT
Mr K Barnett (Chairman), Mr T Hughes (Vice Chairman), Mr P Davies, Mr W Davies, Mr C Savery, Mrs B Sharpe, Mrs F Hughes, Mrs K Law, Mr I Owen. Three members of the public.

OPEN DISCUSSION
Mr Hogg mentioned overhanging hedges and vegetation covering up road signs, for example Weston Road and Chapel Lawn Road. The Chairman said that a written complaint had been received from a parishioner at the Mynd.  Mr Owen said that hedges on the B4367 on both approaches to the village needed trimming and in particular at the end of Weston Road where there were several signs which were no longer visible.  Chairman to Investigate.  Parking of cars was still taking place on the common land in Chapel Lawn Road. The Chairman then closed the Open Meeting.

Agreed unanimously and signed by the Chairman as a true and accurate record.

MATTERS ARISING

Churchyard Wall
Chairman had spoken to the Churchwardens regarding the faculty. The Diocese had decided that the previous faculty would also cover this work. A road closure order for the Causeway would be needed for six weeks for the work to be completed. A date of commencement was required from the Builder - Mr Owen to progress.

Picnic Bench
Chairman had made enquiries and a better deal was a 6’ bench from Jim Price Machinery Ltd for £99 including VAT. It was unanimously agreed to purchase this.

Notice Board
Chairman had obtained quotations which were rather high and suggested that the existing notice boards be renovated, possibly by local craftsmen. Mr Savery said a notice board was needed by the Coronation oak. Mr P Davies to make enquiries. 

Chapel Lawn Road
Removal of tree roots on common land.  Nothing to report at present.

Footpath in Redlake Meadow
Mr Owen had held a site meeting with Mr Martin from County, who had agreed to have the footpath patched, and would also contact the County tree expert regarding measures to stop the problem recurring.
 
PLANNING
Applications Nos. 1/04/15846/F & 1/04/15847/LB Conservatory and Access Ramp at Bedstone College. No comment.

The following applications had been granted:
1/04/15655/F Dwelling at Coach House Barns, Bucknell. 1/04/15624/F & 1/04/15625/CA Conversion of 3 barns to 3 dwellings, garages, etc at Hall Farm, Bucknell.

SCHOOL GOVERNOR’S REPORT
Mr Hughes reported that the reconstitution of the Governing body was to be introduced, namely that the Parish Council would no longer be represented on the Board of Governors. The reasoning behind this decision was not stated and Mr Hughes was trying to find out details for his own satisfaction. Councillors agreed that the present close contact between the school and the Parish Council should be maintained.

NEIGHBOURHOOD WATCH
Chairman reported that the licence for the siting of the signs had now been received from the County Council. JDM would provide and site 14 signs for £220 + VAT, it was unanimously agreed to accept this quotation.
Mrs Sharpe asked whether there was a list of Co-ordinators, Chairman to provide this.

DAFFODIL LANE DEVELOPMENT
The draft Lease had been submitted to the Countryside Agency some months ago and a reply had Just been received with the required amendments. Chairman to forward to the Solicitors.

FINANCE
It was proposed by Mr Barnett, seconded by Mr Hughes and agreed unanimously to pay the following:

Ray Davies (Grass cutting etc)

£45.00

 

Mrs N Adams (salary/expenses June 04 qtr)

£296.54

 

Jim Price Machinery (picnic bench)

£99.00

 

CORRESPONDENCE
Shropshire County Council letter + enclosed Local Highway Maintenance Plan.
West Mercia Police Authority letter re: South Shropshire PCCG meetings. Mr Hartin to be informed.

Morgans Solicitors letter + enclosure re: Transfer of Justices Licence at Bucknell Stores.

CHAIRMAN’S ITEMS
Extra work was required in the churchyard and the PCC was organising a working party. The Chairman proposed that the Parish Council provide and pay for a skip for the rubbish. Agreed unanimously.

ANY OTHER BUSINESS
Mr P Davies asked whether the 30mph signs could be positioned by the village signs. Clerk to speak to Mr Hartin.
Mr Owen said the white lines in Redlake Meadow needed repainting. Mr Hart in to be asked to review the white lines in both Bedstone and Bucknell needed painting.
The salt bin at the bottom of Red Lane had been damaged and needed to be replaced. If salt/grit was dumped in October the salt was leached out by the rain. Clerk to write re: both these points.

The next meeting will be held on Tuesday 3 August at 7.30pm in Bucknell Memorial Hall.
