Minutes of the Parish Council Meeting held on Tuesday Tuesday 6 June 2006

PRESENT
Mr T Hughes (Chairman), Mr I Owen (Vice Chairman), Mr K Barnett, Mrs K Law, Mrs B Sharpe, Mrs F Hughes, Mr C Savery, District & County Councillor N Hartin.
7 members of the public.

The Chairman opened the meeting by thanking Mr Barnett for all the work he had done for the parish, and hoped to maintain the same standard.

OPEN DISCUSSION
Mrs Jackson said the “Single Track Road” sign in Weston Road was obscured by vegetation and requested that this be cut back.

The “Quiet Lanes” scheme proposed by Mr Barham when he lived in Bucknell had included Weston Road, but Mr Hartin said nothing had come of it since the scheme had been submitted to County. Mr Barnett said it had to include several lanes in the area, preferably in collaboration with other parishes, and this had proved difficult and expensive. Mr Hartin to establish the current position.

Mrs Parker requested a larger “No Through Road” sign in Bridge End Lane and the removal of the unnecessary 30mph signs. Mr Hartin to pursue this.

Mr Chambers mentioned the night time car rally on 15/16 July, scheduled to pass through the village between 3am and 5am, and said that people should be aware of this.

The Chairman had attended a public meeting in Clungunford Village Hall re: the proposed pop festival in August. There was a worrying lack of information, but it would cause general disturbance, especially in Bedstone, and an associated increase in traffic. Clerk to write to Herefordshire Council mentioning these points.

The Chairman then closed the Open Meeting.

DECLARATIONS OF INTEREST
Mr Hughes and Mr Owen completed their Declaration of Acceptance of Office forms for Chairman and Vice Chairman respectively. All Councillors present checked their Declaration of Financial and Other Interests forms and actioned as required.

Agreed unanimously and signed by the Chairman as a true and accurate record.

MATTERS ARISING
Churchyard Wall. Work to be done in September.

Land at Chapel Lawn Road. Quotations would be sought for ongoing maintenance. Mr Barnett proposed that now this area was being kept in better order, the Parish Council should write to the relevant owners asking them to refrain from parking on this land. Agreed unanimously. Chairman and Mr Barnett to inform the Clerk of those involved.

Parish Council Land at The Causeway. This area needed to be cut. Mr Ray Davies already cuts the green at the Causeway, and Mr Barnett would ask him to cut the parish land as well, and the rest of the Causeway as required.

Traffic Speeds. Mr Hartin confirmed that it was permissible for land owners to use temporary warning signs when cutting roadside grass and hedges.

PLANNING
Application No. 1/06/18280/F. Domestic garage at Riverlea. Supported.

Application No. 1/06/18287/CA. Demolition of a barn at Rectory House, Bedstone. Supported.

Application No. 1/06/18236/F. Extension and alterations at Redlake Cottage, Bridge End Lane. Supported.

The following applications had been granted:
No. 1/06/18115/F. Conversion of rural building into dwelling, and garage, at Hales Barn, Bucknell.
No. 1/06/18016/F. Domestic outbuilding and change of use: Agricultural land to domestic curtilage, at Orchard Cottage, Bucknell.


DAFFODIL LANE DEVELOPMENT
Mrs Edwards had submitted a written report in her absence, which was read out by the Chairman. Since the last Parish Council meeting 2 benches with seats had been installed and the problem with the seesaw was being dealt with.
Bucknell Football Club intend to use the football pitch next season, and play in the North Hereford League. (Mr Barnett declared a personal interest at this point.) Central Networks would insulate the overhead cables at their expense and “Overhead Cables” warning signs had been ordered by the Committee. The Football Club would be holding The Toot Morris Trophy Competition in July.
The Steering Group hope to run a Fun Day or similar in August.
The mowing was being done by Mr Ivor Gough and volunteers were managing the grass on the play area.
Forms were awaited from the Big Lottery Community Building Fund.

The Chairman said that a picnic bench was available for the land at Chapel Lawn Road, but would probably need to be on a concrete plinth.

FINANCE
It was agreed unanimously to pay the following:

St Mary’s PCC (servicing of lawn mower)

Accounts to year ended 31.3.06. Awaiting copy Bank statement, accounts to be tabled at the next meeting.

CORRESPONDENCE
South Shropshire District Council letter re: Policy Committee meeting 22.6.06.

Shropshire County Council letter + enclosures re: Update of traffic regulation orders – Bucknell. This confirmed the new 30mph signs in Bridge End Lane and Redlake Meadow, both of which the Parish Council considered to be unnecessary and eyesores.

SCC letter re: Local Transport Plan for Shropshire 2006-2011.

Shropshire Hills AONB publication “News & Views”. To Mr Savery.

SCC letter re: Consultation on Draft Supplementary Guidance on Managing Waste in New Development.


CHAIRMAN’S ITEMS
One of the churchyard gates needed to be replaced. The Chairman had asked for two quotations.

Veteran Trees Project. Letter had been received from Shropshire Hills AONB regarding Bucknell’s ancient yew tree. After discussion it was decided there was sufficient expertise within the village to look after our trees.


ANY OTHER BUSINESS
Mr Owen said that the road between the houses at The Tyndings contained several potholes and asked who was responsible for the road. Mr Barnett said the responsibility lay jointly with the Housing Association and those people who owned the freehold of their houses. Any official road maintenance would result in possibly large bills for the home owners, therefore a more creative approach should be employed.

The street light outside Yew Tree House by the Sitwell Arms was faulty. Mr Barnett to give the Clerk the contact details for the Contractor.

Mr David Hughes from the District Council to be asked to attend a future Parish Council meeting to give an assessment of the recycling scheme.

Mr Hartin reported that the enforcement at the Alpha Stud, Bedstone Road, was going ahead.

In answer to a question, Mr Hartin explained that with regard to affordable housing, Government policy was that a list of tenants was held nationally and the person with greatest need would be offered the next available house in the area of his/her choice. This was different from houses built for local need.

The next meeting will be held on Tuesday 4 July 2006 in Bedstone & Hopton Castle Village Hall at 7.30pm. Mr Savery to book the hall.
