Minutes of the Parish Council Meeting
held on Tuesday 7 June 2005 

PRESENT
Mr T Hughes (Vice Chairman), Mrs B Sharpe, Mrs F Hughes, Mr C Savery, Mr W Davies, Mr I Owen. County Councillor N Hartin.
Mr D Hughes and Mr W Jones, South Shropshire District Council.

PRESENTATION BY MR D HUGHES WASTE AWARENESS OFFICER, SSDC
Mr Hughes explained the reasons for the introduction of the scheme and the procedure to implement it and detailed all materials which should be recycled.

Mr W Davies asked about fly tipping and whether the fortnightly collections would increase this problem. Mr Hughes replied that the system would be set up on the understanding that householders would recycle. Other councils which had implemented this scheme had not reported an increase in fly tipping.

Mr W Jones said that the scheme would be under constant review and if residents had any specific problem they should contact the District Council.

Mr Hartin said there would inevitably be some teething problems . Mr Hughes said it was up to the District Council to explain the system properly and that more detailed leaflets would be distributed to all householders. Mr Jones said that the District Council had attracted Government funding for this project and it should not mean an increase in Council Tax.

The Vice Chairman asked about the cleaning of wheelie bins. Mr Chambers said he had come across private contractors running a business cleaning wheelie bins.

Mr Jones reiterated that he should be made aware of any problems.

The Vice Chairman thanked Mr Jones and Mr Hughes, who then left the meeting.


OPEN DISCUSSION
It was reported that the seat in the children's play area was broken and the hedge on the far side needed cutting. Also the gate and fence had broken. Vice Chairman to sort out. Mr Hartin said the whole area was looking very tired and needed a revamp. Mr Hughes to investigate.

Mr Jackson said that children were playing on the school field out of hours, arid also on the main roof of the building. Clerk to write to the Head Teacher, copy to the Chairman of the Governors.

Mr Hogg thanked the Parish Council for the new notice hoards, but said that they were too high.

Two fields on the corner of Dog Kennel Lane had recently been sold and Mr Jackson wondered whether they could be used for housing. Mr Hartin replied that as they were outside the village envelope, they were only available for social housing. It was thought the purchaser wanted the land for grazing stock.

The hedge at the Turnpike was restricting the visibility at the junction. Clerk to write to Hereford Council.

MINUTES OF MEETING HELD 3 MAY 2005
Under "Matters Arising" first sentence to read: "Mr Hartin reported that the zigzags by the school were to be repainted.".  Subject to this correction the Minutes were approved unanimously and signed by the Vice Chairman as a true and accurate record.

MATTERS ARISING
Layby near Oil Mill Lane. It was considered important to keep this for the village. If it were an official layby it would be serviced, ie litter collected and tidied up. Mr Hartin to pursue.

Riverlea. A site meeting was to be held before the next Development Control meeting.

Traffic Speeds through the village seem to be getting worse. Mr Hartin to contact Mr Glyn Shaw.

Care Home. Nothing further to report.

Dog Fouling. Mr Hartin supplied a number of notices.

PLANNING
Application No. 1/05/17065/F (renewal) Extension at Heavens Above. No objection.
Application No. 1/05/17058/F Dwelling and access on land adjacent to the Sitwell Arms. Mrs Sharpe declared a personal interest. No objection, but the previous comment regarding access onto the main road causing concern to be repeated.

The following applications had been granted:
No. 1/05/16803/F Agricultural land to domestic curtilage at Bedstone.
No. 1/05/1 6663 LB Alterations, roof lights, etc at Hodgson Centre, Bedstone.
No. 1/05/16639/LB Opening from Bedstone Court to walk in freezer at Bedstone College.
No. 1/05/16611/TC Felling of an Ash tree at Manor Farm House, Bedstone.
No. 1/05/16732/F Brick skin arid extension at Bergamot, Chapel Lawn Road, Bucknell.
No. I /05/1 6647/F Extension and shed at The Ark, Bucknell.

It was thought that the hedgerow removal notice at the Daffodil Lane site had been granted

DAFFODIL LANE DEVELOPMENT
Mr Hogg reported that work on the removal of the hedgerow should start soon and there was more work planned.
There had been a technical glitch which meant the Lease had to be re-signed and sent to the Solicitors. The new title of the project was officially “Bucknell Memorial Hall and Recreation Ground”.
Grant applications had been made for the new hall but no decisions made as yet.

Mr Hogg asked whether the Fete would be held on the field this year . If so the sheep would need to be moved off the site now.


FINANCE
It was agreed unanimously to pay the following:

Two invoices from npower had been received for 12 months energy charge. Clerk to enquire whether they could offer the Parish Council a contract.

The Clerk tabled a Barclays Registration form to enable her to manage the Parish Council's finances by telephone. It was unanimously agreed on a show of hands that this be signed.

Accounts y/e 31.3.05 from Internal Auditor
Mrs Cordrey had returned the accounts approved without comment . Clerk to write a letter to thanks to Mrs Cordrey.

CHAIRMAN’S ITEMS
The Vice Chairman reported that the cutting of the common land in Chapel Lawn Road had been done very badly. South Shropshire Landscaping had quoted £751 to maintain the area.  Mr Hughes would obtain further quotations.

Quotations for filling in potholes at the small car park by the play area was £300 and for the turning area by the Tyndings £750. More quotations to be obtained.

DATE AND VENUE FOR NEXT MEETING
The next meeting would be held on Tuesday 5 July at Bedstone and Hopton Castle Village Hall at 7.30pm. Mr Savery to book the hall.
